I am want to test to see if my system is sending out the voice mail as an e-mail
how would I got about debugging it?
how would I be able to track the e-mail with out installing postfix or anything like that.

/var/log/mail logs or some such variant (depends on your mail program).

Nemus, no not really. You need to have a MTA of some sort to process the mail or there is nothing that will accept and send it.
