Allow user NO ADMIN to know wich phones are in use, and wich not.

First off all, HI, I'm from Argentina. Excuse me for my limited knowledge about english.
I need to know if it's posible to give access to a NO ADMIN USER to see what phones are being used, and what phones are free.
If you can tell me how can I do that, I'll be grateful for it.
