Is there a way to route calls according to "language conditions" much the way we use "time conditions" now? The key is to be able to use a single dial plan, but have the ability to route calls to particular queues, ringgroups or extensions based on the language variable set earlier in the call process.

there are no such modules in FreePBX to do such. The concept is straight forward but you would need to do it in some custom dialplan or write a module.
