Queue not loaded on server restart

This might be simple. Every time I restart the server for some reason the queue is not loaded and in FOP2 all users are shown as "unavailable/invalid". So I have to go in and click on the orange "Apply configuration changes" button and the queue starts working. Is this the normal procedure?
