Description

<shimi> reports: stuff that almost nothing got translated: welcome screen. administrators. IVR, extensions, featurescodes - most nontranslated, gabcast, general settings, inbound routes, outbound routes, trunks... MOST OF THE MENU NAMES, even if the module itself is translated...

I was not referring to the lack of translations, rather than the _ability_ to translate, because most of the strings in the aforementioned places lack the _() thingie.

I'm moving this to 2.3. If it requires significant code changes (even if they are simple ones) then it is really a feature request as we are only doing bug fixes for 2.2. Maybe we can make a full localization effort (from the infrastructure point of view as you point out) as a 2.3 priority

translations should be possible everywhere not. When specific strings are discovered that are missing, please file specific bugs against them.
