option to disable the logging

Description

Since version 2.2, a new table is created in which all freePBX actions are logged. While this is a good idea for large systems, for embedded systems this is a show stopped. This can lead to a situation in which the database grows out of control, and kills the machine.

I propose that we have a switch which disables the logging completely, since this is not needed in a daily basis in normal operation.

I set the milestone to 2.2, since this is a show stopper for me... :)
