music on hold not enabled after upgrade

Description

I recently upgraded from amp 1.10.010 to freepbx 2.2.beta2. in the section of the webui to configure music on hold, the songs were there. just the standard songs. but when entering a conference room, that was configured to play music when only one person is in, a message like "music on hold not configured" or enabled appeared and it kept silent.

opening the webui, section music on hold, selecting the default music category, and pressing the "enable random play" button solved the problem. again pressing the button "diable random play" did not disable it again.

I don't think this is valid. 1.10.010 had no conference room modules nor a music on hold module, so it would seem like you would need to configure both to have it working after an upgrade anyhow.

Feel free to re-open if I've missed something. Or if you disagree, feel free to re-open and specify exactly what you think should happen or what the specific bug is that I am missing.
