Congestion() should be called with an argument, ie Congestion(20)

Description

There are a small issue in extension.conf, line 851 and 857, Congestion() should be called with an argument, ie Congestion(20) - will wait 20 sec and then hungup the call. If not it might hang forever. And the hungup() after congestion will never be reached so it can be removed.
