Upgrade All will sometimes install new modules instead of just upgrades

Description

When you select upgrade all on the module admin page it will consistently select the same 1-2 modules to install and miss 1-2 that need to be upgraded. This has only been a problem since rc3. It worked perfectly in rc1.

Caan you get the latest svn and try again please? Also what version of IVR have you got installed?

I'm on SVN 3434 and I've no problems with Upgrade All or Download All. They all seem to be working as they should. I'd suggest trying again and reopen the ticket if you still have a problem.

Updated to 3434 and all is fixed. I had IVR 2.5.2 the whole time.
