intercom dialplan not added unless a paging group is created

Description

Without any paging groups created, intercom won't work because nothing is added to the extension_*.conf files.

If you create a paging group intercom will work.

intercom dialplan is added by enabling the feature code which is off by default when installed. You should not have to add a paging group, either before the update I just did - and in any event, at lease after today's update it should be fine.

This doesn't appear to be fixed using SVN 4661. With intercom enabled in feature codes the *80 dialplan isn't added. If a page group is created then *80 appears.
