Ring group needs duplicate checking

Description

If a ring group already exists and someone tries to create another one with the same number you get the message 

INSERT INTO ringgroups (grpnum, strategy, grptime, grppre, grplist, annmsg, postdest, description, alertinfo, needsconf, remotealert, toolate, ringing) VALUES (600, 'ringall', 20, '', '3422', '', '', 'blob', '', '', '', '', 'Ring') [nativecode=1062 ** Duplicate entry '600' for key 1]

It would probably be better if the user just had a warning message.
