ringallv2-prim mode (and maybe other strategies) rings other numbers when DND enabled

Description

The xxx-prim strategies should not ring any other extensions when the line is occupied or DND. When server side DND is enabled, it was still ringing the other extensions. This is a glitch in the logic in dialparties.agi
