typing in url to add a new inbound route should result in the Add Route screen

Description

I you type in a url directly such as: 

http://192.168.1.2/admin/config.php?display=did&extdisplay=2125551234/

which may be a link generated from elsewhere, it should come up with a blank add new route screen with the DID (and CID if specified) entered in those fields ready for you to configure.
