Add ability to specify raw devices in queues

Description

Queues can currently have device specified as Annn where nnn is translated into Agent/nnn. The Channel Agent is deprecated in 1.4 and gone in 1.6+. This ability could be extended to specifiy devices such as SIP, IAX2, ZAP and DAHDI for advanced users who understand this bypasses the standard dialplan and can have un-expected consequences if not thoroughly tested for the desired use.

(In [8936]) closes #4084 adds S, X, Z and D prefixes, adds optional use of macro-dial-one re #4068, removes setting of BLKVM_OVERRIDE when Agent Restrictions is set to Extension Only which will allow subsequent transfers to voicemail when advanced device mode is being used and is not needed with the restricted context and dialplan used in that setting for Local channels either
