2.8 install notices/error's

Description

Here are a couple of notices/errors that get generate on new installs (from svn with --dev-links). I'm not looking closely, just copying and pasting for reference: 

[ERROR] queues access failed, Queues module may not be installed: DB Error: no s  uch table

(In [9789]) no need to change annoucement type since it will be removed further down re #4310

all of these are harmless errors. We'll go ahead and fix them (at least most) and hope that we don't introduce new bugs fixing the harmless but valid warnings :)

  • sipstation - check
  • fw_ari and fw_fop not errors

  • resolution set to fixed.

(In [9798]) closes #4310 define or check for undefined vars as appropriate, music module create intermediate directories if not there
