Add multiple destination on failures to queues

Description

Queues can report the status of why a call failed, the statuses are: 

QUEUESTATUS: TIMEOUT | FULL | JOINEMPTY | LEAVEEMPTY | JOINUNAVAIL | LEAVEUNAVAIL

Queues should be modified so that there can be multiple destinations if no answer set based on these different status codes. Today there is no differentiation.
