can not find help_xx.html files in FOP

Description

The help files for FOP (linked from the ?) come up as not found and appear to have been moved into the flash subdirectory of the panel, where there are also some other html files. Should these be moved up or should the link in ming-source/operator_panel.pl be changed? And is there a similar issue with the other html files in this directory?
