Add additional Call Recording parameters

Description

Currently inside calls are not being recorded. There should be a global "default" setting that indicates whether or not internal calls are recorded and some system to set whether or not recording of internal calls are recorded on a extension level.

there are at least a few tickets that address this issue already and in particular what calls should be recorded especially when there are conflicts between two user's settings.

In any event, we are looking at re-vamping the call recording capabilities overall to provider a more granular level of control in determining what should be recorded and what not. This ticket just represents one specific aspect of that.

deferring this by at least one release. The entire call recording system needs to be somewhat re-vamped and probably in conjunction with the rewrite of the User Portal, which we want to schedule this year if possible.
