Use Connected Line State to update what CID was set

Description

Lets add an advanced option that lets you set enable Connected Line State on outbound calls to set the Caller ID Name field on your phone to be the Outbound Caller ID that was ultimately set when making an outbound call.

I would say prefix this with a CID: so you know it is your Caller ID.

Sounds good. Two options, one as requested. Second one to update the calling phone with the number actually dialed (less any trunk dial prefix which can cause problems with "w" states and similar.

(In [12440]) closes #5340 adds OUTBOUND_DIAL_UPDATE and OUTBOUND_CID_UPDATE advanced settings options, on by default
