Proposal to Rearrange Module Categorization

New proposal (to be discussed and moved around) for changing the categorizations and layout of the Left Nav bar assuming we still only have Setup and Tools (though we can rename them). Any items that are in italics have changed from Setup to Tools or the opposite. They are in italics because moving from one to the other may involve module changes in addtion to simple module.xml changes, although if we limit the movement, it should be minimal.

Please make suggestions, move things around, etc. so we can optimize this.

What is the diff between Setup->Admin->Module admin and Tools->Admin->Online Module Admin?

And dosn't it make more sense to only have one Options & Configuration (under Setup)?
