Can't insert new dialpattern in trunk, only append at end

Description

Since order with trunk dial manipulation rules matters, you need to be able to insert a pattern if editing your rules. For now you can only append at the end.

I thought someone had filed this ticket but don't see it, so this may be a duplicate.
