Make Paging work with app_confbridge in Asterisk 10

Description

currently paging is broken if using app_confbridge in Asterisk 10 because of the rewrite on ConfBridge? in 10. This will be a first attempt to get it working as conferencing has been fixed within the current conference module. Marked as a feature request since it is new functionality where as we were doing best effort support of ConfBridge? in FreePBX 2.10. However, since it is a grey area bug we'll put this into 2.10 once carefully reviewed.

(In [14051]) closes #5808 allows paging to work with ConfBridge? and Ast 10, does not addres intercom to multiple devices though, needs some testing on pre 10 with meetme and app_confbridge as well as some testing on 10 to confirm no issues
