Move timezone settings from sip.conf to mac_reg

Could you move the timezone settings from sip.conf to mac_reg for Polycom IP 550 phones in order to allow individual timezones? It would also be great if you could select the timezone from the list of options for that phone (like where you can add how many lines per extensions) on an individual basis.

Also fix this: TcpIpApp?.sntp.address.overrideDHCP="{$sntp_overrideDHCP|0}" change to a 1
